Mayene claims to be an independent city and has its own government and military forces, but it is also claimed by the nation of Tear to the west. Mayene was also defined by some Aes Sedai as the smallest of the nations, in fact apart the urban territory Mayeners are controlling the entire great peninsula in the Sea of Storms where the city is built.

The rulers of Mayene claim descendance from Hawkwing through his grandson, a claim that is generally not taken seriously outside of Mayene.
