It was later revealed that Happ was not mentally unstable and had not tried to commit suicide but had actually attempted to stop his colleagues, Petty Officer First Class Josie Sparks and Lieutenant Hank Joplin from selling a helicopter to Shamus Quinn. Unfortunately, the deal went horribly wrong as Quinn shot Happ, killing Happ instantly before ensuring Sparks and Joplin were adrift in a craft for four days with the locator beacons having been disabled. At some point, Happ's body was presumably thrown overboard and eventually washed up on a beach where NCIS Special Agents Timothy McGee and Anthony DiNozzo discovered the remains.
