Celestia's candle will never burn down so long as she is either holding it, or within close proximity and free to do so. This means that she is capable of setting the candle on a nearby surface without it burning down. This was evidenced by the candle immediately regrowing to its full length after being released from Sisyphus' trap even before she picked it up.
