  • An Oversector, also called a Priority Sector, is an area of space under the Galactic Empire comprising hundreds of sectors, especially ones plagued with Rebel and Inssurectionist activity.
  • In the Galactic Empire, an oversector, also called priority sector, was an area of space that contained several planetary sectors and was headed by a Grand Moff. Those Grand Moffs were responsible for maintaining control beneath them, keeping the Moffs—or sector governors—in line. Oversectors and the rank of Grand Moff were both created at the suggestion of Governor Wilhuff Tarkin in the fifth year of Emperor Palpatine's reign. Tarkin became the first ever Grand Moff.
  • An Oversector was a division of galactic territory utilized by the Galactic Empire, comprised of many Sectors. A Grand Moff led an Oversector, appointed personally by the Emperor. A Grand Moff superseded the authority of his constituent Moffs, planetary governors, and other local authorities as a means to further combat the growing Rebellion and other criminals, whom had been able to escape imprisonment by escaping into another Sector where a Moff was unable to deploy his forces to. Thus, Grand Moffs were created, at Wilhuff Tarkin's recommendation, to use every resource to combat the Rebellion.

However, with the utter collapse of the Imperial state in 4 ABY, followed by years of civil war and territorial loss, the number of Oversectors dwindled vastly. With the reorganization of the Empire under Bacharan Valak and later Aleister Vadim, the number of Oversectors is few, ranging anywhere from three to a dozen. This was done as a means to compensate for the vast loss in military forces and men worthy of the prestigious title. From SW1ki, a Wikia wiki.
