Part 1: General definitives and guidelines Chapter 1: The Basics I. The land area of it, sea in the exclusive economic zone (EEZ) around it, the skies above it, the space below it to the centre, and interstellar galaxy above it shall permanently belong to the sovereign nation of Federal Republic of Four. II. The main land area will be defined by the Executive Council and Provincial Premiers. III. There will be the following island territories : North Atlantic territory, Pacific ocean territory , Indian ocean territory, Southern ocean territory, and Four inter-galactic territories. IV. The nation of Four is a federal republic. It also has some forms of democratic demarchy. V. The nation will be ready to trade with other nations, notably for raw materials and resources, like gold, silver, iron, uranium, etc. VI. The nation will be as self-sufficient as possible. VII. The nation will strive to become a global military and economic super-power. It must be strong to support itself for military war, and economic war. VIII. The Federal Republic of Four is a nation based on Christian principles. IX. The nation of Four will strive to obtain these Christian principles. X. The nation will use this constitution prescribed herein. Chapter 2. Rights, Citizens, and Responsibilities Rights: The rights here shall never be infringed without real just cause. I. Every citizen has equal rights and they shall not be infringed except in the case of criminals. II. The state will treat every citizen as an individual without arbitrary laws and will be treated in good will and faith. III. Every citizen shall always have the right of free speech and free thought. IV.Every citizen shall have freedom of movement throughout the island except in the case of criminals. V. Freedom of religion and philosophy is guaranteed, but some practices of certain religions shall be illegal. Although the offical state religion is Christianity, no government organ will force the conversion of the people. The only purpose for a Christian state is to apply Biblical law to real-life circumstances, such as murder, etc. VI. Elders children, and disabled people have a right to be taken care of as a responsibility of the people. VII. Elders and disabled people shall be treated with the utmost respect and care. VIII. Minors shall not have these rights, but may consult their parents or guardians to represent their rights such as creating a petition. This does not include the right of voting. IX. Every person has a right to privacy, including their private and family life, property, and communications, both electronic and old-fashioned. The state will not intrude except in cases approved *by the Court of Law. X. The people have a right to know everything the government does, except top-secret military items as approved by the Martial Court and the Constitutional Court. The media has an obligation to do this. XI. There shall be freedom of opinion always. XII. Freedom of assembly is guaranteed. XIII. Freedom to associate with anything is guaranteed, except it is not approved to join or create useless political parties. Political parties are not an answer to any problems. Instead of political parties, this country believes that every politician is an unique individual with ideas of his/her own, more will be detailed in the elections section. XIV. Freedom of information is guaranteed, to use, to gather, to receive, and to share information. XV. Freedom of the media is guaranteed, but the public media shall present things in truthful manner. The public media has a responsibility and obligation to present things in truthfully, timely, honest, and BALANCED manner. (Balanced means that they must present both sides of the story, pros and cons, debating the subject for the general public to decide which is right. The public media has an obligation to present ethical material to the public. Private media may present a one sided view but still has to use the truth. It will not be considered public broadcasting. Corrupt institutions of media shall be convicted of libel in a trial by jury initiated by the people. XVI. Freedom of science shall be guaranteed unless it is unethical science. XVII. Freedom of culture and the arts is guaranteed unless it is immoral practices firstly as defined by the bible, and secondly as legislation. XVIII. Every able-minded citizen has a right to vote. XIX. Every able-minded citizen has a right to petition or contact the government. The government will respond within 2/5th’s month. XX. Every citizen has the freedom to use public utilities if possible. XXI. Every citizen has the right to ask the government for a grant, the government will pay based on income and what the person will do with the money. XXII. Maintaining a free economy is important. Economic freedom is a right. The government will pass laws ensuring as free an economy as possible. XXIII. Every person has a right to purchase and own property. XXIX. Every person has the right to seek assistance from an ombudsmen or a court with any complaint againt gov’t or other persons/entities. XXX. Every person has a right to fair trial with a judge and a jury. XXXI. Every person is innocent until declared guilty but self-defense is justified. XXXII. Excessive fines and cruel or unusual punishment is illegal. This includes all forms of slavery. XXXIII. Every citizen has a right to own, keep, and bear all weapons according to law prescribed in this constitution. This means it is completely legal for all citizens to have weapons and arms but they may have to join a military training organisation such as F.E.S.T.R to be eligible. XXXIV. Every person belongings shall not be taken or intruded upon. Unlawful search and seizures is prohibited except in criminal cases with warrant approved by the Court of Law. XXXV. Powers and responsibilities not included in this constitution belongs to the federal government, districtal-confederal provinces (DCP’s), districts, sectors, regions, territories, and last but not least the people. XXXVI. This constitution will try to have a basic separation of the duties of the Church, the State, and the Family. XXXVII. No citizen may be presented a new type of tax except as provided in this constitution. XXXVIII. Citizens have right to life, liberty and the pursuit of happiness and are free to pursue it. XXXIX. All citizens have a right to try to run for, get elected or be appointed to office. XXXIXI. No person, notably the military or police, may quarter in any property without the owners consent. No citizen may have their rights infringed except as specified under this constitution unless the right is removed because of crime, or the citizenship of the criminal is lawfully removed, because of crime. The definition of a citizen of the Federal Republic of Four henceforth is described here: Citizens are as defined: I. People born in any state and or territory of the Federal Republic of to citizens II. People born in other countries to citizens of this nation may become citizens if they so wish and follow the proper steps. III. Lawful Immigrants that go through the process of becoming a citizens. Obligations of citizens: I. Citizens have a responsibility to obey the law. II. Citizens have an obligation to respect, support, uphold, and defend this constitution. III. Citizens have a responsibility to stay informed of current events and election related matters around their community, in the country itself, and the world. IV. Citizens shall respect each others rights, beliefs, opinions, philosophies, and ideas. V. Citizens have an obligation to participate in their community and society. VI. Citizens are required to vote, disobeying this will result in a punishment decided by the Executive Council. VII. Citizens are required to serve their country in military duties, jury and other public services according to their choice. Eligiblity is at age 14 generally starting in mandatory youth programs VIII. Citizens are required to pay taxes as provided herein this constitution. IX. Citizens and lawful immigrants must recite the following pledge: “I solemnly swear an oath with the help of almighty God, to loyally profess and pledge allegiance to this great nation and federal republic, Föúr, to exercise my rights granted to me by God, to uphold, obey and defend our constitution and country, to support Föúric culture and values, to goal for self-sufficiency, freedom, liberty, independence, and to establish the common good. X. Citizens are obligated to hold Síanic Najyonelle Hvaämjét Péya Part 2: Federal Governance Chapter 1: General Four is a federal republic. It contains the following: I. A legislative branch containing the following: a. The House of Representives b. The House of Commons c. The Senate II. An executive branch containing the following: a. The Executive Council b. The Cabinet III. The Judicial Branch containing: a. The Constitutional Court b. The Court of Law IV. The Ceremonial Branch containing a. The President b. The Assistent President V. The Monetary Branch containing a. National Monetary Board b. Federal Loan and Funding Commission Chapter 2. Parliament I. The House of Representatives contains 250 people directly represented nationally and accountable to the people. It has sole power of creating legislation without the other branches of parliament. With approval from the Senate, it can veto the EC. With approval from the House of Commons, it can revise previous legislation. It may audit and investigate the senate. II. The Senate contains 100 people represented by 25 people from each province accountable to both the people and the provinces. It has sole power of editing and revising legislation without the other branches of parliament. With approval from the House of Representatives, it can veto the EC. With approval from the House of Commons, it can create legislation.
