Ed Rendell of paying back a political favor when his administration hired Joe Hoeffel four months after the former congressman dropped his challenge to Rendell's running mate. On Monday, Hoeffel began his $104,431-a-year job heading the state's Office of International Business Development, a job that had been vacant for about 18 months.
