However, this alliance soon extends further, as Commander Lombardi alongside other key figures pushes to have the leaders of the Covenant Loyalist fleet that had been invading, their attack done in the intention of one last act of hope for all of the numerous species that had composed the Covenant. Finally, on April 2, of 2553, the Orion Council is formed and holds its first session on Qikost.
