Although the US-USSR relationship still suffered from the consequences of the 2003 Garry Kasparov affair, Kerry and Secretary of State John F. Kennedy, Jr. managed to ease up the tensions, and create an atmosphere of understanding between the two superpowers. Soon after inauguration in 2005, Kerry visited Secretary General Vladimir Putin in Moscow, being the first US presidential visit to the USSR since the 1980s. Later the same year, Putin paid a visit to the United States. One of their main tactic was "uniting against a common enemy", the USRCV, which began to more actively propose against the two other major powers, and quickly upgrading its nuclear weaponry in recent years. In 2006, Kerry and Putin signed a non-aggression pact in case of a possible nuclear arms race by the USRCV. For their joint efforts, Kerry and Putin were named "Persons of the Year" by Time magazine in 2005. In 2008, Kerry ran again for presidency, but was defeated by Republican candidate John McCain. Between 1966 and 1969, Kerry served in the United States Navy and fought in the Cuban - American Conflict. He was seriously injured during a raid near Pinar del Río, and received the Purple Heart. He later stated that the open conflict against Cuba was somewhat necessary because of the threats by Che Guevara, but he believed that the US could've handled the case diplomatically instead. Kerry also said that one of his political role models was President Robert F. Kennedy.
