  • British historian Martin Gilbert included in his Atlas of Recent History, maps giving force levels for both 1914 and 1939 (in Europe). The World TUV excluding facilities is assumed to be 6 x per turn income. 3. The TUV is assumed to be split 50% ground units, 25% sea units, 25% air units for WW2. Within each class of unit, Things are evenly split (by cost) with infantry being weighted double and other adjustments being made where needed. 4. Quality adjustments are made to the total starting force. Germany is given a 50% bonus to ground forces and 25% to air forces to reflect their blitzkrieg. 5. All scenarios have a fixed schedule of entry into the war, with 6 month trurn presumed. The scenario starts in early 1939, before the occupation of Czechoslovakia. Pro-Neutrals can be recruited to your side by moving a ground unit in. The neutral then joins the activating power after non-combat movement. 2. If a Pro-Neutral or Neutral is attacked, it immediately joins the other alliance. Allied neutrals always join the United Kingdom. UK & USA can't attack neutrals, even if pro-Axis. 3. Multi-area minor neutrals join as a whole if attacked, but only 1 area at a time if being activated in non-combat. 4. If Germany takes Poland on turn 1, Vyborg, Baltic States, Eastern Poland and Bessarabia immediately become Russian, removing the defending forces or Russia activates 5. Major neutrals may not conduct combat movement or sea movement. 6. USSR activates on turn 5 or if it is attacked or Turkey is attacked. 7. USA activates on turn 6 or if is attacked, or Axis ground units attack Canada, Erie or United Kingdom (home island) 8.
