The technique was developed by Hiroshi as a psychological warfare tactic and as a method to deal with enemies with high chakra levels. It causes weaker enemies to look for a source of water to extinguish the fire, unaware of the attack's true intent and can burn through chakra levels fairly quickly if left unattended. High level Water Release techniques and Wind Release techniques can extinguish the flames. Oddly, the flames are colored blue.
