W 1998 Shakira przeprowadziła się do Miami gdzie pisała piosenki i komponowała muzykę. Gdy zmuszona była pojechać do Kolumbii, zabrała ze sobą walizkę gdzie były wszystkie materiały na nową płytę. Na lotnisku w Bogocie walizka została skradziona. Shakira napisała więc nowe piosenki na kolejną płytę "¿Dónde Están los Ladrones?" (Gdzie są złodzieje?). Pierwszym singlem z tej płyty była piosenka "Ciega Sordomuda". Kolejnym hitem stał się drugi singel "Ojos Asi", w którym można było usłyszeć brzmienia charakterystyczne dla Bliskiego Wschodu. Shakira stała się wówczas sławna w USA. W 1999 nagrała koncert MTV Unplugged, za który dostała nagrodę Grammy. Shakira wyruszyła w trasę koncertową "Anfibio Tour" po całej Ameryce Południowej oraz po USA. Po zakończeniu trasy wydała anglojęzyczną płytę "Laundry Service" (w hiszpańskim wydaniu Servicio de Levanderia), z której pochodziła piosenka "Whenever, wherever".
