Much later, Superman struck a bargain with Luthor to use it on the Justice Lords in return for being set free and granted a full pardon for his criminal actions; he even used his superhuman speed in order to help him rebuild the device in time. With it, Luthor single-handedly brought down the Justice Lords. After they were defeated and weakened, Luthor voiced his desire to use the weapon on the League's Superman, but instead, he honored their earlier ag

If the Energy Disruptor was reverse-engineered from the Power Drain, it has most probably been heavily improved, as is the case with most of ONI's reverse-engineered Covenant technology. An example of this is the Covenant's energy shield technology, which was improved by Project MJOLNIR. Given the fact that it can disable plasma weapons, (a feature not utilized by the Energy Drain) this is most likely the case.
