What you have to do is press triangle by the wooden plank to get up to the platform above and get out of the caged area. Wait by the area where the platform makes a 90 degree turn. A Skobel van will park under this area. After the van parks, drop in front of the van (which is just in front of the caged area). Then walk straight on the right side of the van and toward the Mercedes-Benz/Brabus looking sedan (Alexei's car). Avoid any puddles or other noise makers. The mission will end and we will see Sam enter the backseat of Alexei's car.
