abstract
  • The Trusted Internet Connections (TIC) initiative was mandated in OMB Memorandum M-08-05 issued in November 2007. The memorandum was meant to optimize (and reduce) individual external connections, including internet points of presence currently in use by the federal government. In 2008, the Department of Homeland Security's (DHS) National Cybersecurity Protection System (NCPS), operationally known as Einstein, became mandatory for federal agencies as part of TIC. TIC includes a program for improving the federal government's incident response capability through a centralized gateway monitoring at a select group of TIC Access Providers (TICAP). Identified as one of the Administration's three priorities to improve cybersecurity and the security of Federal information systems, the TIC initiative aims to further improve agencies' security posture and incident response capabilities through enhanced monitoring and situational awareness of all external network connections.
