This has aligned Nova Roma with Germanistan in the war that is the subject of the game's timeframe. Nova Roman military forces are encountered on several occasions on the mainland and in Nova Roma itself and are generally inferior to Germanistani forces. The Tucci family prefers treachery and subterfuge to risking its forces in open confrontation and, among other gambits, devised the plan to take over the EVA branches though their middleman Don Fredio, which, although not ultimately successful, succeeded in starting the EVA Civil War, removing EVA as a credible opposition for Germanistan for awhile. In earlier times, the nation of Nova Roma had control over a much larger territory than just the small peninsula and island it is restricted to at the time of the game. It controlled the islands in the central sea and also a strip of land along the entire coastline south of the central sea. The Empire declined when various rich people attempted to gain influence and started their campaigns to assassinate and control influential officials and military leaders. The nation was plunged into a state of civil war. The southern territories broke off under one general, while other local garrison commanders formed their own "nations" or began to maraud other territories. Leaders were assassinated, there was absolute chaos. There were three factions: the Imperial Army, at least what was left of it, was loyal to the Emperor and was trying to preserve – or restore – order. The Republicans sought to abolish the Empire as a whole, blaming it on the chaotic situation, and wanted to establish a republic instead. They were backed by the majority of the civilian population. Then, there were those various private mercenary armies, who arguably formed the largest military power, being more numerous than the thinned Imperial Army, and better trained and equipped and more ruthless than the Republicans, but where divided amongst the various families trying to gain influence. One of these families was the Tucci family. The old Tucci (father of Tucci Jr.) made a deal with the rising power of Germanistan – he would support their takeover of the city, supplying them with his spies, scouts, supplies and also allow them entrance into the city. For return, they would leave control over Nova Roma and its remaining territories to him and he would firmly ally his nation to Germanistan (a necessity for keeping power). Thus, the attack was carried out.
