This was due to the fact that the nation and its hidden village were both exceptionally neutral in global affairs, and the nature of their missions did not result in a large number of injuries or casualties. Instead, a large number of privately-owned clinics dotted the Land of Air and rendered medical care, of varying degrees of quality, to the people. Reform came after the former Air Daimyō passed away due to illness, despite the best efforts to save his life by his private physicians. Following this unfortunate event, the newly-appointed Daimyō made it his first order of business to unify the country's large number of clinics under a single banner, establish quality standards, and construct a number of larger hospitals to provide better care. In addition, the reigning Eiyōkage made a motion to train a number of shinobi whom specialized in medical ninjutsu for the field. Thus was the Tenkūgakure Medical Corps born.
