He attended Hogwarts School of Witchcraft and Wizardry from 1984 to 1991 and was Sorted into Gryffindor house. In school, he was both a Prefect and Gryffindor's Quidditch Captain, playing as the team's star Seeker. After graduation, Charlie moved to Romania to study Dragonology, although he had exceptional skill in Quidditch and could have played professionally. He began working as a dragon keeper at a Romanian Dragon Sanctuary. During the Triwizard Tournament, Charlie aided in the transfer of dragons to be used in the First Task and remained at Hogwarts in order to prevent incidents from occurring. On the onset of the Second Wizarding War, Charlie joined the second Order of the Phoenix and was tasked with gaining foreign support for the war effort. When the ministry was overthrown, Charlie returned to England. He helped with the evacuation of people from Hogwarts and returned with reinforcements during the Battle. After the war, Charlie stayed in England for awhile before returning to Romania. He spent some time in Mexico and as of 2017, has moved back to England to work in the local Dragon Reserve in Wales. He never married nor had any children.
