  • (Philadelphia Inquirer, December 2, 2005.) Senator Hughes voted for the 2005 pay raise and accepted “unvouchered expenses.” Senators Vincent J. Hughes and Joseph Scarnati have seen their salaries soar to $106,986, or 54 percent - a far bigger percentage boost than any other legislator gets. The bill would be especially financially painful for Senator Vincent Hughes, one of two legislators to receive a salary boost of 54 percent given his newly created position as deputy whip. Additional money for that leadership role would die along with the law. (Philadelphia Inquirer, December 2, 2005.)

Under a little-noticed provision, the pay-raise law gives Senate deputy whips - new positions now held by Hughes and Scarnati - the same pay as those in certain other long-standing leadership posts. Their pay rose so sharply because, unlike other ranking members, they had been collecting the base legislative pay of $69,648 before the new law. (Philadelphia Inquirer, September 3, 2005.) The bill would be especially financially painful for Senator Vincent Hughes, one of two legislators to receive a salary boost of 54 percent given his newly created position as deputy whip. Additional money for that leadership role would die along with the law. (Philadelphia Inquirer, December 2, 2005.)
