Pain has 6 bodies, he gives orders to Itachi and not the other way around, and he was able to destroy all of Konoha by himself, which Itachi could not accomplish. Also, Itachi stated that if he fought Jiraiya, it could end in a draw, or worse. However, Pain owned Jiraiya quite easily. As for Madara, he was giving orders to Pain (who is stronger than Itachi), which probably shows that Madara is even stronger than Pain. Also, Madara is the strongest Uchiha to ever live, making him stronger than Itachi. And one more thing, Madara has the power of 7 tailed beasts, so Itachi is no match for him. and for 3rd is black part of zetsu (cause his powers remain unknown but i guess itachi is tougher cause of zetsus reactions druining sasuke-itachi batt
