The Elfen Lied story has just one more volume to go and has almost come to an end. In this Volume 11, Kouta was just sleeping [behind the scenes] but the last volume will be a story between Lucy/Nyu and Kouta. As to the serial publication of a manga, generally speaking, a manga writer usually cannot determine himself when it starts and when it finishes. This holds true especially for a newbie manga writer.
