Just like the Fission, Fusion can be used to dodge attacks, as it can be done at will quickly. It doesn't take that much time to activate. However, whenever the Fusion occurs, though the fuse itself doesn't require that much chakra, Kakezan (or his Fission Clone) is left with the added up chakra of the two halves (or thirds or fourths; Kakezan can fuse more than just two at once). Meaning if Kakezan had performed Fission and each half had utilized half of their chakra before Fusing again, then Kakezan would be left with half of his original chakra amount.
