By combining his mastery of fūinjutsu, sudden interest in genjutsu, creativity and insane intellect, he was able to make Inemuri. Like most of the his powerful techniques, it all has to do with a seal, without it, the technique wouldn't exist. To the ordinary eye, it just looks like a couple of symbols but to any true master of the arts can see the complexity. When the seal is activated, a lot of stuff happens before the actual genjutsu comes into the effect. When the seal activates, the seal first connects itself with the target's chakra network and the chakra source. By doing this, Shenron made sure that as long as his opponent had chakra their body the technique will continue to affect them. After the seal has connected itself to the opponent's chakra, almost instantly afterward, memories or knowledge of a certain amount of information about Shenron is "given" to his opponent without them knowing. This information includes, physical sensations, such as touch, smell, sound or any other of the five senses, chakra, and even some of his abilities. This is very important because during the illusion the Shenron the target is facing must fight the way the real Shenron would've being able to convince his opponent that it is the real him. If they have a Tailed Beast inside, it will also be memory, the way they talk, the way their chakra feels, but they will not be able to talk to the Tailed Beast will in the illusion. Once the set up is complete, using the target's chakra, the genjutsu is generated. Accessing the memory of the target, the battlefield is generated, and with the knowledge of Shenron that he gave to the opponent, Shenron is also generated. The two will be trapped in a never ending battle. The target cannot tell that it is a genjutsu due to the fact it is a illusion generated by their own chakra and memory. Everything seems real, from the smell of the battlefield, to the feel of the trees. To break out of this powerful genjutsu seal one most end the never ending battle. This being said, Shenron has designed it that the memory of himself, makes sure to keep on fighting until the very end. Constantly using substitutions, teleportations and much more to get out of near death situations. This memory will do everything it takes to avoid defeat, but if defeated then no matter the defense has a placed on it. This technique can be developed by two method, placing a seal that will create a genjutsu, or by putting them in the genjutsu that will eventually form into a seal. The first option is definitely more powerful due to the fact it does not take as long to develop the seal. But when Shenron wishes to induce the genjutsu first, he uses his hand and fingers as the medium.
