The project takes advantage of existing regulation, which requires government requests for tender to be posted online. The RosPil website allows anyone to submit a form with reference to a specific procurement document and an explanation of why they find it to be suspicious. Experts associated with RosPil then review the documentation. If the experts find the requested project specifications to be unreasonable, the RosPil team of lawyers submits letters of complaint to the authorities. A number of requests for tender have been cancelled since the RosPil project was initiated. The funding for the project is crowd-sourced.
