She became a resident of Holborn in 1930 and married Hugh Chaplin in 1938. In 1939 she was elected to Holborn Borough Council. She stood unsuccessfully as Labour's candidate for the parliamentary constituency of Holborn at the 1945 general election. She remained a member of Holborn council which Labour took control of for the first time in 1945 and she became the leader of the council. Labour lost control of Holborn council in 1949. She was a member of the London County Council from 1946-65 for Islington East, and of the successor Greater London Council representing Islington 1964–1967; Hackney 1967–1973; Hackney South and Shoreditch 1973–1977. She was also a member of the Inner London Education Authority, and served as its deputy-chairman.
