On 1 October 1941, then-Rear Admiral Munroe was the commanding officer of Battleship Division Three in the United States Atlantic Fleet. He was the commandant of the Third Naval District from 31 March 1944 to 6 November 1944. Then, as a vice admiral, Munroe took command of the United States Fourth Fleet. Munroe was married to Katherine J. Munroe (1894-1979). He died on 1 March 1966, and is buried with his wife at Fort Rosecrans National Cemetery in San Diego, California.
