Once you have completed all of the ToonTasks in Donald's Dreamland, you are sent here to work for your Lawbot Disguise Suit. Professor Flake will send you to every street in ToonTown in every Playground (all except The Brrrgh, because we know the weather is already snowy and cold) to collect weather data from a cog on each street. Once you have collected one, you return it to Prof. Flake in exchange a Lawbot Suit Part. There are 14 total suit parts. You start in Toontown Central by getting the weather there. Once you have gotten all suit parts, you can get Jury Notices and then battle the C.J.
