The Committee is directed by Executive Order 13618 to develop strategy which includes funding requirements and plans. It replaced the National Communications System (NCS). The Committee is composed of Assistant Secretary-level representatives. It is co-chaired by DHS and DOD and is responsible for advising the President on enhancing NS/EP communications survivability and resilience.
