All Tax goes to the Clan Member's treasury, which is controlled and can be used by the government to buy challenges, climatic changes, protect resources and monsters or to reintroduce species.
  • The ostensible reason for taxes is to raise money that allows government to function. Taxes let government maintain the armed forces, the courts, and the police, although there is plenty left over to harmonize dog licenses, fund outlandish green-energy schemes, and send to Brazil on the condition that the state-run airline buys its jet engines from a key political donor. The actual reason for taxes is to let politicians grant favors to people who contributed to, and voted for, them, and let them punish everyone else.

Some of the widely prevalent taxes are: * Income Tax * Retirement tax * Capital gains tax * Corporation tax * Poll tax * Excises * Sales tax * Tariffs * Toll Tax * Use tax * Value added tax * Property tax * Transfer tax * Inheritance tax * Wealth tax

Lowering taxes will increase growth of a city and improve approval ratings, but will decrease the city's income. Raising taxes will increase cash going into the city treasury, but approval ratings will take a hit and growth will be slowed.

Please be sure to keep this form in a safe place. The tax period runs from February 16 to March 15. The city hall usually offers tax counselling (in Japanese) during this period. Please see the city's newsletter for more information. (You may not have to file a tax return if you only have one job and your employer is deducting the taxes every month. Please see the tax guide for more information.)

There are also a small number of policies that are not revenue raising and are actually tax breaks or grants, including married tax allowance. The amount of revenue generated from taxes is generally influenced by other factors, such as GDP or, with car tax for example, car usage. In Democracy 2, this is the only segment that does not have any simulation elements in it (simulation is not divided by segment in Democracy 1 due to the different design of the graphical user interface).

Tax revenue can also be affected by Racial bonuses, Planetary improvements, government type, your political party, amount of money in the treasury and game version ("Dark Avatar" gives 40% less money than "Dread Lords"). The income from a planet is given by the formula: constant * sqrt(population_in_billions) * tax_rate * (1 + (sum from buildings on planet)) * (1 + (sum from racial bonuses/maluses) ) Constant seems to be: - 34.5 in Dread Lords - 28.5 in Dark Avatar before ver. 1.6 - 24.0 in Dark Avatar after ver. 1.6, up to current 1.8 - 20.0 in DA and for planets over 25B pop - about 20.0 or a little less in 2.04 for all planet --- Notes * See discussion tab for a formula explanation. * There seems to be a small penalty to tax revenue (up to ~4%) for low approval (below about 50%) The first point of tax (1% tax rate) decreases the approval rating on all of your planets by 1%. Each point of tax rate after that decreases your approval by slightly more (the UI will only show you whole percentages so you will see mostly 1% change for a while, then a 2% every so often and eventually 2% most of the time and 1% some of the time as you approach 100% tax rate). Periodically, there are sudden out of the ordinary leaps in approval loss per tax rate increase. Below are listed all of them up to 81% where a giant leap occurs and there is no reason you would ever set your tax rate this high (unless you were OK with 0% approval, in which case you might as well set it to 100% tax rate).

(DS9: "Crossover") One supposed reason for his exile from Cardassia that Elim Garak told Doctor Julian Bashir was that he had failed to pay his taxes and had been punished by the Cardassian Finance Ministry. (DS9: "Improbable Cause") In 2372, the Ferengi imposed a six percent tariff on woolen goods they traded with the Karemma, claiming that the tax was added to help offset the "lost income of Tarkalean sheep herders." (DS9: "Starship Down") One of the reforms that Grand Nagus Zek instituted in the mid-2370s was the introduction of tax in the Ferengi Alliance, in order to pay for new social programs such as retirement benefits and universal health care. This progressive income tax was introduced to all areas of Ferengi life, as even bribes were made tax deductible. (DS9: "The Dogs of War") Quark felt that the introduction of tax went against the "very spirit" of free enterprise, as that was why it was called "free". (DS9: "The Dogs of War")
