This is especially true if one considers the effects of PP-restoring items such as the Psychic Circlet and Iris/Mysterious Robe, which, when added together, provide more than 20 PP a turn, allowing Mia (in her default class) to cast Pure Wish every turn without fear of running out of PP. This means that the 25 increase to Mercury Power in Mia's granted to her by this item (as her only remaining equipment slot will be on her arm) will lead to an increase in HP regeneration of 100HP per turn to the whole party, which more than makes up for the Clear Bracelet's low defensive abilities.
