Under autocratic regimes your citizens readily support the military, but reduce your trade income through corruption. When granted representative government they are efficient and productive, but demonstrate against the use of military force by becoming unhappy. The standard forms of government are: * Despotism. Lacking written words or laws, you rule simply through the force of personality -- whose effect decreases rapidly with distance from your capital, leading to heavy corruption. * Monarchy. Written laws and uniform religion offer the monarch power enough to support an active military while keeping corruption from overwhelming trade. * Communism. With science and industry come the tools to impose military control over the workers and implement a planned economy, while suffering only a slight but uniform level of corruption. * Republic. The people respond to freedom with increased trade under this ancient form of government, but disapprove of military action. * Democracy. Modern participatory government and free enterprise eliminate corruption, allowing trade and science to thrive -- but free citizens agitate most strongly against warfare. You begin your career as a despot, with your cities suffering heavy corruption until you gain the technology to impose more effective government. You may change governments as often as you like, once a new kind is made available by the discovery of its similarly named technology, by selecting the appropriate option from the "Government > Change Government" menu. This plunges your empire into anarchy for one to five turns, after which you may select any available form of government. Most players race to achieve the republic and democracy so they can expand their cities through rapture and boost their science output with expanded trade. Monarchy and communism are popular choices for players embarking on extended military campaigns (as is fundamentalism in the civ2 ruleset). The tribe which possesses the Statue of Liberty wonder can choose any government, including those that the tribe has not yet researched, and without the transition period of Anarchy. This is most useful if several revolutions are expected (i.e., the player prefers communism in war and democracy in peace). In order to build the Statue of Liberty, the Democracy technology must be researched. Democracy is significantly less expensive to research than Communism, so the Statue of Liberty is useful for gaining a communist government early.

The government, often pronounced "gummint" or "gauvamint", is something that greatly aides society in deteriorating into a neo-animal, slob culture. When all else fails, blame the turn to the government. This can apply to many situations, such as: * "My car was stolen, Fred! Fucking government, should have security cameras in the car parks." Or; * "Fred, what the hell is wrong with the fucking government, everywhere we go it's like they're watching us. Do they really need to watch our cars standing completely still??" Or simply; * "Fucking government, Fred." As you can no doubt see, Government is a very versatile word (see Fuck).

Carmine Delgado wrote a Supreme Court opinion discussing some of the differences between the duties of the Cabinet, which is a branch of the Parliament, and the President, which is Aloria's head of state. Generally, the President is charged with handling foreign affairs and military matters, subject to the laws of Parliament. While there is some disagreement as to what matters the Parliament may properly regulate in foreign affairs, it is generally agreed that Parliament determines the size of the military and Foreign Affairs budgets; that the Cabinet Ministers decide how those budgets are spent except where mandated by Parliament; and that the President performs all executive functions in defense and foreign affairs--i.e., functions requiring prompt, decisive action. The President is also the Grand Mof of the Armed Forces.

For details on a specific planet's government system, visit that planet's capital. Its Government System will be located in a central room, often heavily guarded. All planets may be conquered and usurped by a sufficiently powerful conquering force; however, this may result in serious IC consequences. Many titles are now up for election at NPC populace objects on planets. You can usually find them in cantinas or other public, social locales. Now, when you 'support' someone, there is a political cost with the factions that hate them, though factions that like them will accept your support of them without irritation. Your political status at the end of the election cycle will determine how useful your support actually is to them. Support tendered for a candidate less than one week from the election will be less helpful than support tendered earlier, because there is less time for your support to build momentum among the populace. Also, CEOs of shipyards have been added as electable titles. They, rather than planet leaders, will control who can be approved to buy restricted ships--of course, the planet that a shipyard is on does not need approval, as such is assumed by default. A planet leader certainly can also be the shipyard CEO, but it will no longer be the automatic default. We think this will provide more interesting political options.

  • A Government refers to the legislators, administrators, and arbitrators in the administrative bureaucracy who control a state at a given time (such as the United Federation of Planets, Klingon Empire, and Romulan Star Empire), and to the system of government by which they are organized (Referred : More to govern than control). Government is the means by which state policy is enforced, as well as the mechanism for determining the policy of the state. A form of government, or form of state governance, refers to the set of political institutions by which a government of a state is organized. States are served by a continuous succession of different governments. Each successive government is composed of a body of individuals who control and exercise control over political decision-making. Their function is to make and enforce laws and arbitrate conflicts. In some societies, this group is often a self-perpetuating or hereditary class. In other societies, such as democracies, the political roles remain, but there is frequent turnover of the people actually filling the positions.

It is a constitutional republic and representative democracy, in which "majority rule is tempered by minority rights protected by law". Federalism in India defines the power distribution between the federal government and the states. The government abides by constitutional checks and balances. The Constitution of India, which came into effect on 26 January 1950, states in its preamble that India is a sovereign, socialist, secular, democratic republic. India's form of government, traditionally described as "quasi-federal" with a strong centre and weak states, has grown increasingly federal since the late 1990s as a result of political, economic, and social changes. The federal government comprises three branches: Executive: The President of India is the head of state who is elected indirectly by a national electoral college for a five-year term. The Prime Minister of India is the head of government and exercises most executive power. Appointed by the president, the prime minister is by convention supported by the party or political alliance holding the majority of seats in the lower house of parliament. The executive branch of the Indian government consists of the president, the vice-president, and the Council of Ministers—the cabinet being its executive committee—headed by the prime minister. Any minister holding a portfolio must be a member of one of the houses of parliament. In the Indian parliamentary system, the executive is subordinate to the legislature; the prime minister and his council directly responsible to the lower house of the parliament. Legislative: The legislature of India is the bicameral parliament. It operates under a Westminster-style parliamentary system and comprises the upper house called the Rajya Sabha ("Council of States") and the lower called the Lok Sabha ("House of the People"). The Rajya Sabha is a permanent body that has 245 members who serve in staggered six-year terms. Most are elected indirectly by the state and territorial legislatures in numbers proportional to their state's share of the national population. All but two of the Lok Sabha's 545 members are directly elected by popular vote; they represent individual constituencies via five-year terms. The remaining two members are nominated by the president from among the Anglo-Indian community, in case the president decides that they are not adequately represented. Judicial: India has a unitary three-tier judiciary, consisting of the Supreme Court, headed by the Chief Justice of India, 21 High Courts, and a large number of trial courts. The Supreme Court has original jurisdiction over cases involving fundamental rights and over disputes between states and the Centre; it has appellate jurisdiction over the High Courts. It is judicially independent and has the power both to declare the law and to strike down union or state laws which contravene the constitution. The Supreme Court is also the ultimate interpreter of the constitution.
