| abstract | - The good captain is a retired watchman from Tsuen, and goes by the nickname "Icy". She has spent the last 20 years of her life organising what were effectively case notes, and compiling information. Elves live for a surprising length of time, so their legal records are much harder to deal with. Icy escaped the fall of Tsuen by being close to the North gate when the city fell, and simply fleeing. On arriving in a very chaotic Dejune, Icy was tapped as the best person to found a watch. She’s certainly getting on in years and her physique has deteriorated far since her youth, but she has the knowledge and talent to kick things off. She has assembled a suitably rag-tag group of citizens to act as guards, and spends her days trying to keep a lid on the crime in Dejune. Her evenings are often spent with Frey, Hengsha and some of the other runners (such as Fanling and Lantau), swapping war stories.
