| abstract | - Vintlel Sotars the Harsh was an Orion man of the late 23rd century and dictator of the Orion Colony of Qualf III. Following the Four Years War (circa 2250s), the Rigel Demilitarized Zone Commission chose Qualf as the resettlement site for all Orion refugees from Sector Two. The sudden population increase forced a crisis upon the governing coalition of four great families. In response, in reference stardate 1/9904, they appointed Vintlel to deal with the crisis, empowered to use any means available to provide for all citizens and maintain order. In this capacity, he had all the powers of a dictator. Vintlel then made alliances with minor families and other political elements to consolidate his position and maintain power, while neutralizing his opponents. In dealing with the crisis itself, he earned himself the nickname Vintlel the Harsh. Despite his actions, Vintlel was a pro-Federation ruler, and promoted heavy trade between Qualf, Ayirn and Starbase 12. The Oromente Qualfn rose in opposition to him.
