Following education at Cambridge he entered a banking company in the City of London and was chairman of Cater, Brightwen & Co. from 1938-1960 and of Cater, Ryder & Co. from 1960-1971. During the Second World War he joined the Royal Navy Volunteer Reserve, reaching the rank of captain. He became a Municipal Reform Party councillor representing the City of London in April 1942 when he was co-opted to fill a casual vacancy. He held the seat at the 1946 county council elections, but resigned from the council in October 1947. His grandfather had sold the department store business he had founded and bought a racehorse stud at Shadwell, Norfolk. In 1946 Harold's father died and he inherited the stud, and devoted himself to the breeding of racehorses.
