Prior to that, he had planted a biological bomb on the ship, one that was designed to kill the USS Foster's Commander but luckily, Agents Anthony DiNozzo and Caitlin Todd managed to tell Gibbs and the Commander what was going on and as a result, they all got to safety before the bomb went off, destroying the Commander's cabin.
