In the 2330s, this Ubarrak government bordered an unaffiliated sector of space that was also adjacent to Federation and Cardassian Union space. The size of the Primacy is uncertain, but they had sufficient strength that, if unopposed, they could have conquered the entire border sector in a short amount of time. However, they were not unopposed. The Cardassians also had designs on the border sector, and the Federation aimed to maintain the balance of power so that neither power could assume political control of the sector.
