A big (about six-two), solid built African-American, Williams had previously run a department in a small Sacramento suburb and impressed now Captain Ferguson at their first meeting. The two discussed the difficulties with police work after the eruption of the Yellowstone Supervolcano had disrupted electrical power supplies and telephones, and the supplies of other things such as gasoline for police cruisers. Williams assigned Ferguson the task of reviewing procedures and researching how the "old-timers" had done policing before the availability of modern technology. This report was a secondary priority but something Williams wanted done. Ferguson had seen the need even before Williams' appointment and so attacked the problem with vigor. One of the outcomes was more officers going out on bicycle patrols as though it were 1910 rather than using patrol cars. But they carried little two-way radios that were straight 21st century technology replacing unreliable cell phones. After Captain Ferguson had been shot by a robber armed with an AK-47, Williams visited the hospital emergency room, both out of a sense of duty and personal concern over Ferguson's well being. Williams also spoke well of Ferguson at the Captain's retirement party when he was forced to retire due to not recovering well enough from the gunshot wound to return to duty. Williams praised Ferguson's ideas on mixing high tech with low and how not only the San Atanasio PD would be using them for years to come but Police Departments all through California would be too.
