Calthoss wanted a seat from which to look at the world, and having designed a temple already, which could be easily endlessly replicated (it already served as the base material for lychgates), simply replicated it at the center of the universe. This point is strange, temporally. It was accidentally re-created at the center of the universe between the seals; Ymetros. At the Slayers' Hold, the Shine wanted an organization to suppress knowledge of the existence of that Earth, and needing a base of operations, simply re-replicated the Great-Hall within Mount Beles.
