During the viral outbreak, the US Army and National Guard failed in their efforts to destroy the Zombies, and an entire Delta Force unit was wiped out in a fight with T-103 Tyrants. The losses confirmed the military's need for a dedicated anti-B.O.W. task force specifically trained for dealing with biohazards, as well as infiltration. In 2002, USSTRATCOM worked with a branch of USSOCOM in an investigation of South American drug lord Javier Hidalgo, who was linked to black market bio-weapons dealings. Hidalgo was taken out, and it was confirmed the bio-weapons dealer had already been killed. In September 2002 USSTRATCOM was sent out to the Atlantic Ocean to infiltrate the Spencer Rain, a Paraguas cruise ship which had been stolen by bioterrorist Morpheus D. Duvall. The agent, Bruce McGivern, followed Duvall to a missile silo in which t-Virus warheads were being installed. The silo and its missiles were successfully destroyed.
