In den insgesamt 37 Geschäften der Liberty City Lotto, die über ganz Liberty City verteilt sind, gibt es verschiedene Rubbellose von unterschiedlichen Ketten, von denen man Preise oder Geld gewinnen kann. In Chinatown Wars betritt man einen Lottoladen über die blauen Eingangspfeile. Jetzt kann man eins der vorhandenen Rubbellose auswählen. Die Läden weisen hier ein unterschiedliches Angebot aus. Manche haben nur zwei verschiedene Lose im Angebot, andere bis zu vier (→ Bild). Per Touch-Pen wird das Los zur Kasse gezogen, ein Geldbetrag wird fällig und man kann mit dem Rubbeln beginnen. Jedes Los weist sechs Embleme auf, die frei gerubbelt werden müssen. Stimmen drei davon überein, gibt es einen Gewinn. In GTA IV wirbt die Lotterie mit einem Jackpot von insgesamt 144 Millionen Dollar, jedoch kann man in diesem Teil nicht am Gewinnspiel teilnehmen.
