| abstract | - Horitsu Tobatsu is a Marine Vice Admiral. He is the rival of the bounty hunter Jesse Pleinlune, since both constantly meet themselves running after the same pirate, though they have to teamwork once in a while. Horitsu believes that all evil should be punished in order to create a peaceful world, doesn't matter what it takes to do it. Along with Jesse, he participated on the "Red Dusk" and saw many of his companions die, but different from Jesse, he believed justice was made that day. He has three main subordinates, who follow him don't matter the danger of the mission, the Rear Admirals Lionel Hedious, Ken Shiru and Namitsu.
