The second wave didn't spawn, so I went on a killing spree in the Citadel. It's possible he spawns after everyone in the citadel is dead. I have to assume he's quest-related, but the only info I can find searching on him is in the text of the book From Below to Castle. I ultimately assume he's part of a hidden quest somehow involving this book, or otherwise in conjunction with Nektropos Castle.
