Use the knife on the Tyras Helm to trim off the plumage. Use a gold bar on the trimmed helm to plate it. Use the dragon claws on the Gilded Tyras Helm to make a Gilded Dragon Helm. Use the Attack Hood on it to get a Hooded Dragon Helm.
