  • The Confessor is a Nod officer and religious figure, working in interrogation and intelligence. He is equivalent to GDI's InOps operatives. Members of this caste can be assigned to lead militia squads, guiding the rage of the militants as well as preserving their faith (if need be by force) and educating them in the Ways of Nod. They are commanded by a Grand Confessor. They usually wear black body armour along with a red cloak bearing the Brotherhood's insignia and a tall helmet with four visual receptors. They are armed with an advanced assault rifle and an array of hallucinogenic grenades, which can cause any enemy infantry unit, including even Zone Troopers, to panic and start shooting their own comrades.

Filled with the power and fury of faith, legends in the Shrine Worlds tell of Confessors who have turned back armies with a word or incited entire cities to rebel against an apostate dictator. These individuals can be found on almost every world, commanding loyal servants of the God-Emperor to seek out foul Heretics and purge them. Imperial Guard and Planetary Defence Force commanders often retain a Confessor amongst their advisors, bringing their rhetoric and oratory to their soldiers on the eve of battle. Occasionally Cardinals will despatch groups of fiery Confessors to lead regiments of the Frateris Militia on wars of faith against the enemies of the Emperor. Every Confessor has his or her own unique brand of oratory and interrogation. The two are not vastly dissimilar practices in the mind of a Confessor. While many use finely honed speeches that have been practiced to perfection, others might call out to the crowd for responses to questions, correcting and praising them. In the interrogation chamber these fearsome individuals would ask questions of the shriven, demanding that they incriminate themselves to gain absolution. Others whisper the correct words in the ears of Imperial commanders so that they might deliver their own sermons. In the confession chamber a whisper in the ear and a hot brand can be very persuasive, guiding the pliant subject to a clear conscious.

If Heather examines the confession booth again, Heather will comment, "There's nothing more to be said." The confessor's role is meant to give the player a moral dilemma - there isn't a clear "right" or "wrong" choice: * If Heather forgives her, then Heather is acting as someone who she isn't (God) and is forgiving a "wicked act of revenge" which apparently killed a girl. * If Heather does not forgive her, then she is not easing the confessor's feelings of intense guilt and sorrow. Forgiving the confessor will also help towards earning the Possessed ending in which Heather kills Douglas Cartland in revenge. Her identity is unknown, but some fans speculate it may be a voice of Dahlia Gillespie or Claudia Wolf, but their voices are different. However, it may be possible that the character was supposed to be a spiritual manifestation of Dahlia, but the developers of Silent Hill 3 couldn't get Liz Mamorsky back and were forced to use another voice actor, Lenne Hardt, instead. Her "poor murdered daughter" could be Alessa Gillespie, and the "girl whose life I have taken" could be Cheryl Mason. Perhaps part of Dahlia's soul and spirit remained in the Otherworld for 17 years, and after being in a "purgatory" for so long, she has finally realized the errors of her ways and begs for Alessa's/God's forgiveness.
