  • Frank Douglas Smith (1903-1970) was a businessman and local politician active in the Ilford area. Born in Barnsbury in north London, he moved to Ilford Lane where in 1919 he was described as a "dairyman" and in 1928 as a "motor garage proprietor". He was a member of Essex County Council representing Ilford, Uphall from 1919 and of Ilford Urban District Council from 1913, becoming an alderman when Ilford was incorporated as a municipal borough in 1926. He was the fourth Mayor of Ilford, serving in 1929-30. He was appointed a justice of the peace for the County of Essex in 1934. He remained a member of Ilford Borough Council until 1945.
