Carthage Health Authority director Dr. Broussard took bribes from Masson to allow ALA soldiers into the United States, and Masson agreed to buy the Omega Strain virus from him. Broussard backed out of the deal, and Masson organized a terrorist attack on Carthage to recapture the virus. He murdered Broussard and ordered Fournier to release the virus into the water system. IPCA agents led by Imani Grey stopped the outbreak, and terminated Fournier after killing Proust. Infuriated, Masson took over a mall where his forces planned a second release of the Omega Strain. The Agency squad was again involved and aided a failed police operation to stop the ALA. The operatives succeeded in identifying and killing Masson.
