Synopsis
  • Leila invites Sam to a meeting of the People's Militia, a black militant group. As the meeting begins in a local warehouse, Leila's fellow militant Rafe insults Sam. The Man arrives, stirring the crowd into a frenzy. He orders the militia to march on the Boys' Club then burn Harlem to the ground. Sam jumps onstage to calm the mob, but The Man's bodyguards attack and throw him into the crowd where he is beaten, despite Leila's efforts to protect him. As Steve and Sharon walk by Sam's office the militia dumps Sam on the sidewalk. Cap arrives at the Boys' Club in time to save Rev. Garcia from the People's Militia. When the Falcon recovers, he joins Cap at the Boys' Club, and together they quell the riot. Returning to the warehouse, Cap and Falcon defeat the bodyguards and The Man unmasks, revealing himself as the Red Skull. The Skull traps the heroes in a steel room, but Redwing frees them just as the Skull escapes in a rocket jet. Rafe & Leila, who witnessed The Man's unmasking, tell their fellow militia members that they were duped. Watching from the rooftops above Falcon misunderstands a comment from Cap and leaves in anger. Hoping to explain, Cap follows Falcon to Sam's apartment where he sees Sam & Leila kissing. Thinking he has lost his partner, Cap believes he is destined to be a loner.

Next issue will revert back to a 20 cent, 32 page story. * Chapters 1: Power to the People is 15 pages; Chapter 2 Burn, Whitey, Burn! is 11 pages; Red Skull in the Morning, Cap Take Warning is 8 pages. * Rafe Michel, a black activist, petty criminal and leader of the Silver Skulls is introduced in this issue. He will continue to appear off and on in this title until his death in Captain America 178. Rafe's last name is revealed n Captain America 151 * Backgrounds are probably inked in this issue by Tony Mortellaro . * Captain America helps the Avengers in Amazing Adventures#8 and then participates in the Kree-Skrull War , then makes a brief appearance in Iron Man #44 shortly after this story. * This issue features a letters page, Let's Rap With Cap. Letters are published from Tommy Adair, Jon Inazaki, Daniel Gheno, Mike Whsenaut, Chuck Thornton, and Ken Hubbert.. * This issue is reprinted in other comics and books, see references for more info.
