"One of the things we have to do is to change the way we run campaigns," Mr. Tigue told colleagues in his final floor speech. "Collectively we talk about the negative media," he said. "We generate some of that negativism by the campaigns that are run, with the character assassinations that are done. Hopefully, someday we will show that you don't need to do that. The money that's used in campaigns is obscene. Those are things we should change." Mr. Tigue jokingly noted his voters are hardly stupid. "Don't underestimate the intelligence of your constituents.
