Born in Aston near Birmingham, he became a director of Newbury's Limited, a department store in Old Square, Birmingham. He subsequently moved to London and during the First World War he held a post in the Ministry of Munitions. He was a Progressive Party member of the London County Council from 18 December 1917 until March 1919, when he was co-opted to fill a vacant seat for Islington East. He was awarded the OBE in the 1918 Birthday Honours.

Born in Aston near Birmingham, he became a director of Newbury's Limited, a department store in Old Square, Birmingham. He subsequently moved to London and during the First World War he held a post in the Ministry of Munitions. He was a Progressive Party member of the London County Council from 18 December 1917 until March 1919, when he was co-opted to fill a vacant seat for Islington East. He was awarded the OBE in the 1918 Birthday Honours. He became managing director of Edmonds Brothers, owners of two large department stores in Wood Green and president of Wood Green Chamber of Commerce. He expanded the company to become Edmonds, Denham & Goyder Ltd with eight shops in various locations in Greater London. He moved to Henley-on-Thames in Oxfordshire, becoming an alderman on Oxfordshire County Council.
