- Saddler is the leader of a religious cult known as "Los Illuminados", which seeks to control the world. He has converted the villagers into his cult, and now controls them due to the Plaga parasites in their bodies. His plan for Ashley Graham was to put the parasite into her, and send her back to the US to infect the President, allowing Saddler to begin his conquest of the world. Saddler encounters Leon S. Kennedy and Ashley frequently, first setting his minions on them, then using his growing power over their Plaga-infected bodies to control their actions. He briefly fought Ada Wong, after she helped Leon free Ashley for the final time. Though he was defeated, he still managed to capture her. Finally, Leon confronted Saddler on a platform high above the island, and after freeing Ada, watched as Saddler transformed himself into a massive, multi-legged monstrosity. Despite Saddler's considerable strength in this form, Leon managed to defeat him.

L'uomo è inoltre capace di far fuorioscire dal proprio corpo un tentacolo simile alla coda di uno scorpione che userà per uccidere Luis e catturare Ada. Dopo la lotta contro quest'ultima, che sembra avere la meglio, Saddler si confronterà con Leon il quale libererà Ada, non essendo più sotto il controllo del Lord. Saddler, stupefatto e allo steso tempo imbestialito, muterà in un enorme mostro a quattro zampe simile ad un ragno. Con l'intervento Ada, che lancierà a Leon un lanciarazzi speciale, l'agente sconfiggerà la creatura carbonizzandola e recuperando il campione di plagas dal corpo della creatura.

Saddler is a very intelligent, patient, and devious madman. With Umbrella having gone under, Saddler realizes the opportunity to pick up where they left off with the Las Plagas virus. His goal is to infect everyone in the United States, and turn them into his "cattle". Saddler's final form consists of his Plaga sprouting out of his mouth. It has 4 spider-like legs, several giant scythe-like blade appendages, and an eye on each "kneecap", as well as a giant ant-like jaw with which to bite. Sitting within this big "mouth" is Saddler's human face -- with a bigger eyeball in the middle of it. Saddler's human body dangles lifelessly from the base of the Plaga. The 4 lesser "eyes" constitute a third of Saddler's HP (75 total; ~18 apiece); the main "eye" takes another third. These places are his weak points -- ignore DR or energy resistance to called shots here-- and piercing damage doubles in these areas. However, the main "eye" remains closed until the other "eyes" are dead.
