His armor does seem to resemble the protagonists of Japan's Kamen Rider Series, even possessing the characters' signature belt. Councilman 10 to date has never spoken, at least not English. He appears to speak in a bug like noise, but some or at least one member of the council understands what he says. The two members were killed by a car bomb put in Steppenwolf's car; most likely set by the Sovereign.

His armor does seem to resemble the protagonists of Japan's Kamen Rider Series, even possessing the characters' signature belt. Councilman 10 to date has never spoken, at least not English. He appears to speak in a bug like noise, but some or at least one member of the council understands what he says. Council 9/Steppenwolf and was often seen by his side, hinting they had a friendship. He appeared with his fellow council members in "Bot Seeks Bot", heading to Don Hell's nightclub. While his most of his fellow teammates enjoyed themselves and poked fun at Councilman 1 for lack of interaction. Councilman 10 was uninterested in bothering Vendata and seemed uninterested at being at the nightclub, but he stayed to be with his fellow members. Councilman 10 would be seen for the last time in All This and Gargantua-2. He was leaving a Chairman Wao's Chow House, a Chinese resturant near Don Hell's nightclub. Before going to their "emergency meeting" at the call of the Sovereign, Councilman 10 wanted some Peking Duck. Though it clearly annoyed Steppenwolf to be late, they stopped to get 10's food. Unknown to both men, the Sovereign decided to kill those whom he felt would desert him. The two members were killed by a car bomb put in Steppenwolf's car; most likely set by the Sovereign.
